If you build a copper golem with regular copper, the copper golem won't be waxed. But if you use waxed copper blocks during construction, the copper golem won't be waxed either, even though you're actually building it with waxed copper.
The solution would be for Minecraft to first check what type of copper it is (waxed or unwaxed) and then spawn the correct golem accordingly.
