Command /test locate always fails

Steps to Reproduce

1. Create a superflat world.

2. Create some tests:

   /test create minecraft:always_pass
   /test run minecraft:always_pass

3. Run this command:

   /test locate *:*

Expected Result

Command /test locate should succeed.

Observed Result

Command /test locate always fails, though tests are existing in loading chunk.
