When a wind charge is thrown from a minecart, the wind charge will be thrown ahead of the player. To do this, create a railway with powered rails to achieve maximum minecart speed, then ride a minecart on the rail. Throw a wind charge from the minecart in motion, and the wind charge will be thrown from a position ahead of the player on the rail.
