Use animation is still played after shearing a copper golem

Using shears on a copper golem always play use animation, regardless if it has a flower on its head.

Steps to reproduce:

1. Get a copper golem and a shear.

2. Use command to place poppy on golem’s head.

3. Try to use shears continuously on copper golem.

Expected behavior:

• Shear cannot be used anymore after the flower is removed. No animation is played.

Observered behavior:

• The use animation is still played.
