The hand animation no longer plays when shearing copper golems

Due to the fix of MC-300045, right-clicking a copper golem not holding an item no longer plays the hand animation. However, if the player tries to shear a poppy off the golem, the animation should still play

Steps to reproduce

1. Summon a copper golem

   /summon copper_golem

2. Place a poppy on top of the golem's head

   /item replace entity @n[type=minecraft:copper_golem] armor.head with poppy

3. While holding shears in your hand, right-click on the copper golem.

Observed Behavior

The poppy gets sheared off, but the hand animation does not play.

Expected Behavior

The hand animation should play, because an action happens.
