2-tick repeaters powered by a 1-tick clock sometimes flash, sometimes stay on

Hello,

I built a 1-tick repeater clock and connected its output to repeaters set to 2 ticks.
Sometimes these 2-tick repeaters flash as expected, but other times they stay powered continuously, with no apparent reason.

This issue occurs both in my singleplayer world and on a Fabric server.
