[MC-301453] F3 debug screen remains visible after exiting to main menu

While playing in Survival mode, I opened the F3 debug screen and the pie chart. After leaving the world, both the debug screen and the pie chart were still visible on the main menu.

The debug screen is accessible by pressing F3, as before
It can now be accessed from everywhere in the game, not only when in a game world.
