Brush item's animation cannot be modified or removed via consumable component

With most items, you can assign the “brush” animation to the item via the consumable component, or any other animation you wish.

However, the Brush item seems to ignore this component and always uses the brush animation.

Steps to reproduce:

  1. Give yourself a brush with a consumable component that has a different animation. I used /give @s brush[consumable={animation:none,consume_seconds:3600,has_consume_particles:false,on_consume_effects:[]}]

  2. Use the brush by holding Right Click either looking at the air or on the ground. In the air, it doesn’t use the assigned animation and instead flickers the hand. While looking at the ground, it uses the “brush” animation.
