This issue does not happen on 1.21.5. On 1.21.6 and onwards this occurs.
On a completely vanilla client after launching Java Edition I arrive at the Mojang Studios loading bar. It will move slightly, it doesn’t always stop exactly in the same place, but it will stop somewhere near the very start and never move again. Eventually, the game will stop responding, and this is either very quickly or it takes a while, but it won’t crash, it just stops responding and does not ever finish loading. I have tried increasing the RAM, removing all resource packs from the folder, removing the “1.21.8” version file and redownloading it from the launcher, updating Java, and disabling Discord overlay.

Yes, here it is. This is a vanilla installation, the packs it says do not exist are from when I played with mods.

This log shows an attempt of loading a bunch of broken packs and it would be nice to distinguish a bug in loading broken packs from a bug loading a purely vanilla game.
Yes, I can do that. Same vanilla 1.21.8 installation, got rid of all the resource packs beforehand this time.
Looks like you still have some file with malformed JSON in it in you resourcepacks directory. Could you remove everything from it and try again?
This is the log I got a while back. When the game loads properly it would be followed by something that looks like
