This may be intended behavior because (at least currently) the description for the “Wax On” and “Wax Off” advancements specifically say copper blocks, but applying honeycombs to copper golems does not give the “Wax On” advancement and the same is true for removing wax with an axe.
Environment
Tested in creative with a copper golem spawned from a carved pumpkin and a waxed copper block. Waxing the chest with honeycomb did give the advancements after I tried with the golem.
The Environment field is supposed to only contain PC details.

We are tracking this issue in MC-300096 and MC-300099, so this ticket is being resolved and linked as a duplicate.
Those tickets have already been resolved as Works As Intended, which means this is not considered a bug and will not be fixed. Please do not leave a comment on the linked tickets.
