Affected Versions: The issue is observed starting from approximately version 1.17 and is present in all subsequent versions, including the latest ones (1.18, 1.19, 1.21.4, 1.21.8, and others).

Bug Description:
In the "Flower Forest" biome, using bone meal on grass blocks no longer generates Lily of the Valley. Instead, various tulips and other flowers are generated.
Steps to Reproduce:
Create a world and locate a "Flower Forest" biome.
Obtain bone meal.
Use the bone meal on grass blocks near naturally generated Lilies of the Valley.
Observe the results of the flower generation.
Expected Result:
According to the game's historical behavior (prior to version ~1.16.5), the Lily of the Valley is one of the dominant and unique flowers for this biome. When using bone meal, it should frequently generate alongside other flowers characteristic of the Flower Forest.
Actual Result:
The Lily of the Valley does not generate.
Environment
Additional Information:
The problem is not related to mods; the game's purity was checked on a vanilla client without any modifications.
When opening the same world in version 1.16.2 or earlier, the problem is absent — the Lily of the Valley generates correctly.
The problem specifically affects the generation mechanic using bone meal. The natural spawn of flowers during world generation is correct.
It is possible the bug was introduced during changes to world generation algorithms in the "Caves & Cliffs" updates (Part 1 & Part 2).
