[MC-301983] Updating to 25w37a does not change the value of gamerule ''commandBlocksEnabled''

How to reproduce:

Create a world in 25w36b, enter /gamerule enableCommandBlocks false
Upgrade the save to 25w37a, then enter /gamerule commandBlocksEnabled to check the value.
The value of commandBlocksEnabled is the true (default value) instead of false.

Can confirm, but I can’t imagine this will be fixed since enableCommandBlocks was not present in a release version.

After consideration, the issue is being closed as Won't Fix.

Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
