Rarity Bug

Wither Skeleton Skulls are Rare instead of Uncommon like the other Heads. It makes no sense because all the mobs that have head blocks will only drop their heads if a Charged Creeper kills them, except for the Wither Skeleton, which has a chance to drop their skulls when slain by a player, which makes them more common than the other heads, which also require the rare thunderstorms.
