The F3 menu shows up outside of the actual gameplay, which makes no sense since this isn’t included in any other version before 1.21.9 Pre-Release 1. I don’t think it’s supposed to behave that way and be accessible.

Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
