The night vision effect does not work properly

Steps to reproduce the issue:

1. Drink a Night Vision potion or apply the Night Vision effect using commands.

2. Look around in dark areas (e.g., caves or unlit places).

Expected result:
The entire area should be clearly visible and well lit, as Night Vision normally removes all darkness.

Actual result:
Even with Night Vision active, the environment remains dark, and visibility does not improve as expected.
