Sugar cane not broken by water

Plant blocks usually breaks when water flows to it, but sugar cane does not break due to water. In addition, it can also be placed underwater, when the water source block is next to the block sugar cane was placed. I believe this is the inconsistency in the minecraft system. Thus, this issue should be fixed or changed for minecraft system.
