Haste does not affect the initial lowering speed of the spear when performing a charge attack

When using the haste effect either via commands or a beacon, the initial lowering speed of the spears is not increased and rather takes the same amount of time whereas the jab attack is effected by haste

Proposed Fix: Allow the haste effect to decrease the time that it takes for a spear to lower into the charge attack
