Sugar cane can be placed and grown underwater.

Steps to reproduce the issue:

  1. Enter a body of water that is at least two blocks deep.

  2. Select sugar cane from your inventory.

  3. Aim at a valid block for sugar cane placement (such as dirt, sand, or grass) that is adjacent to water and submerged.

  4. Place the sugar cane block.

  5. Attempt to place another sugar cane block on top of the one you just placed.

    Expected result: The water source block should prevent the sugar cane from being placed, or it should immediately break and drop as an item, similar to how a torch is washed away by water.

    Actual result: The sugar cane block is successfully placed underwater on the valid block. It does not break, and additional sugar cane can be stacked on top of it, creating a column that goes all the way to the surface and creates air pockets.

This bug was confirmed in a vanilla single-player world (Java Edition 1.21.10) with no data packs or mods enabled. It was initially discovered on a multiplayer server running PaperMC on the same version.
