You can damage entities while charging with spears in spectator mode

The Bug:

You can damage entities while charging with spears in spectator mode.

Steps to Reproduce:

1. Summon a mob and obtain a spear.

2. Hold the spear in your hand and hold down right-click.

3. Switch to spectator mode by using F3+N and quickly fly into the mob.

Observed Behavior:

You can damage entities while charging with spears in spectator mode.

Expected Behavior:

You would not be able to damage entities while charging with spears in spectator mode.
