Fishing Rods cant use between 1&3 levels

When you put a fishing rod into an enchantment table, and click a slot with 1-3 in it, nothing happens

Thanks for reporting this. Was just about to do it myself. Frustrating fishing rods. Sure it'll get fixed, only a snapshot after all.
