[MC-304751] Passengers in boats riding minecarts do collision checks in the wrong position

Steps to Reproduce:

Expected Result:

The mob is unaffected, as it is not colliding with the block.

Actual Result:

The mob is affected by the block, despite not colliding with it.

Notes:

It seems the passengers of boats riding minecarts check what blocks they are intersecting in a location shifted from their hitbox.

Realised that this only affects boats in minecarts. Edited report to match, with video showing how to reproduce.
