Snowing in an Extreme Hills biome

What I expected to happen was...:
I was expected for it to rain in an Extreme Hills biome(like it usually does)

What actually happened was...:
I was playing flatland(Tunneler's Dream) and it was snowing in an "Extreme Hills" biome.

Steps to Reproduce:
1. Do /toggledownfall

Working as intended for certain y values. When using Tunnelers dream you are @ y=237 which is where snow will fall in extreme hills. Its the new feature of 1.7 of snow being possible in all biomes (except desert/messa) depening on the y value

Extreme Hills
Snow at high elevations of over y=95

Snow may now generate depending on Y level, with noise variation

But, why should all 4 Extreme Hills biomes have snowfall? I mean, if we are getting 4 kinds of EHs, why not keep one or two snow free? It seems all tall mountains will have snow with no snow-free option left.

My concern is, what will happen with people that have build structures on EH and now will have to deal with snow?
