Axolotls dont pathfind up blocks properly

When axolotls try to pathfind up a block, the bottom of their collision box just barely clips the top of the block, halting them from moving forward. This usually results in big clumps of axolotls collecting at the bottom of a lake.

Reproduce: Spawn a few axolotls in a body of water that has varying depth.

Expected result: Axolotls should smoothly swim up and onto the desired block it wants to go to.

Actual result: The axolotl just swims in place because it thinks it has swam up high enough to clear a block.

Not high priority by any means but this has been peeving me for a while. Thanks!

Environment

This video is taken with the Fabulously Optimized modpack, but this occurs in pure vanilla Minecraft too.
