Steps to reproduce the issue

When tick is freezed, fire a firework rocket by crossbow (or freeze tick when a firework rocket is flying).

Expected result

The texture of firework rocket stays still (like arrows).

Actual result

The bottom of the firework rocket always faces toward to the player wherever the player is.
