Since 1.21.6 with the refactor of the book and quill, the deprecated function (MC-190605 ) to add the paragraph symbol to format books was removed from Java edition without providing an alternative that could be used in survival. On bedrock edition on the other hand this feature isn't deprecated or removed quite the opposite it is also possible on signs.
This is not a feature suggestion. This report tracks the parity issue of text formatting.
