Phantoms can spawn in the deep dark

Phantoms still spawn in the Deep Dark biome while all other mobs don’t spawn.

Steps to reproduce:

1. Create a superflat/single biome world for the biome deep_dark

2. Go to survival mode

3. Run /tick rate 2000 to speed things up

4. You will be killed by phantoms
