when use /time command, sun and moon moves smoothly

Steps to reproduce the issue

1. Open cheat-enabled world

2. use /time set 1000 command

3. use /time set 2000 command

4. If you want to see more clearly, use the above command after using /tick rate 1.

Expected result

The sun and moon update without delay, move directly.

Actual result
