[MC-30608] Emeralds can spawn on Swampland biomes

As you see in the picture below I am pressing the f3 button and is shown that I am on Swampland biome. Emeralds can only spawn on Extreme Hills biome.

Was there an Extreme Hills biome nearby? Sometimes the emerald generation code will spill over the edge of the biome into neighboring biomes, but usually not more than a few blocks in.

Extreme Hills is three blocks apart. The biomes go across chunks, but emeralds are placed on chunk grid.
