my launcher will not load any newer versions of minecraft because it comes up as an error of one of my resource packs

Have you tried removing the shader pack, because it seams that a shader pack may be preventing your game from starting. If it still continues to crash after you have removed the shader pack, then try reinstalling the game or using a third-party client like multi-mc.
Also after you reinstall the game try just running a vanilla instance because if you are using iris or optifine with a shader it can be buggy.
