It has been confirmed that this bug only exists in version 1.21.11 and the latest snapshots.In 1.21.11, the hoppers above chests stop working when the chests are opened, while this functionality remains intact in 1.21.10.I think this has seriously ruined the gameplay experience of mob farms and other in-game farms.
In the video below, the left side is 1.21.10 and the right side is 1.21.11.
