Breeze accuracy decreases with difficulty

Put a Breeze in a minecart in front of an iron golem, do /tick freeze after each wind charge is fired, count 10 of them. On easy they are quite clumped, normal they are less, hard they are all over the place.

Cause is the calculation in breeze/Shoot.java which looks to be modified from skeleton/AbstractSkeleton.java, the inaccuracy value for skeleton is 14 - level*4 which is 10 for easy, 6 for normal, 2 for hard. For a Breeze the calculation is 5 - level*4 which is 1 for easy, -3 for normal, -7 for hard.

Bug appears to still be present in the latest snapshots
