Debug key binds don't work when set to a mouse button

The bug:

Binding any debugging function's key to a mouse button doesn’t work.

Steps to reproduce:

1. Go to Options → Controls… → Key Binds…

2. Set any debugging function’s key bind to a mouse button. Do not change key binds for Debug Modifier Key or Toggle Overlay.

3. Try to use the Debug Modifier Key + The mouse button you have bound.

Expected result:

The enabled status of the corresponding debugging function will be switched.

Actual result:

The enabled status of the corresponding debugging function will not be switched. The above operations will only cause the debug overlay to be enabled if you set your key bind of Toggle Overlay and Debug Modifier to the same key.
