[MC-306999] Broken anvil use.

By no reason i farmed ton of XP and it shows that boots or pants are too expensive. (just ignore that launguage on screenshots)

Works as expected. Every time item is used in the anvil (enchantment or repair), it acruds prior work penalty, until it becomes too expensive to enchant or repair further.
