VRR (g-sync/freesync) not engaging properly in non-exclusive fullscreen

When running the game in the new non-exclusive Fullscreen mode on mixed multiple monitor setups, VRR fails to engage properly, getting stuck at the refresh rate of the other monitors.

Steps to reproduce:

  1. Have multiple monitors on Win11, one of them a VRR enabled monitor meant for the game, the others fixed to a lower hz.
    (Example: 144 vs 60)

  2. Set target FPS within your main monitor’s VRR range.
    (Example: 120, using the in game settings.)

Expected result:
The monitor’s VRR engages and matches the FPS rendered by the game.

Actual result:
VRR monitor is fixed to the FPS of the secondary monitors.

Messed around with various settings in Windows and Nvidia App (GPU scheduling, windowed g-sync support, driver level graphics settings for the javaw.exe) but nothing had any effect.

Environment

Win11 Pro, RTX 4070 ti super, 7800X3D, LG UltraGear 27GN800P-B (FreeSync) + 2x old 60hz monitors. (All software/drivers up to date)
