On any multiplayer servers underwater can't swim when place blocks

On any multiplayer servers players can’t swim while placing blocks in underwater

• Steps to reproduce the issue

1- Join any multiplayer server

2- go into water and swim

3- place any blocks

4- while underwater no longer swim but can walk

• Expected result

players should able to swim if building something while in underwater
