I made a nether portal on a mountain in the over world and instead of returning me to that nether portal I reload into previous not generated terrain. Always underground, occasionally in different biomes. This has happened multiple times and each time a new nether portal was created.

This isnβt really a bug, this is just how Nether portals work. Your overworld cords are X 13 and Z -787 - 8 blocks in the overworld are 1 in the nether, so you should destory the nether portal (in the nether) and re-place it at the following cords: X 1 and Z -99.
This behaviour is annoying, but this is just how Nether Portals work, especially if there are multiple portals close together without them being being built exactly at the place, they may get crossed.
