VSync limits the framerate inconsistently in fullscreen with the Vulkan rendering backend on some Mac systems

Description:
When using “Prefer Vulkan” mode in the “Graphics API” settings with VSync enabled, the game’s frame rate is capped at 30 FPS When using Fullscreen. When tabbing out of the game, the frame rate increases to 60 FPS or behaves inconsistently.

Steps to Reproduce:

  1. Enable VSync in the settings

  2. Set the Graphics API to “Prefer Vulkan”

  3. Join any world

  4. Press the green button on the top left to enter fullscreen NOT the in-game Fullscreen option.

Expected Result:
VSync should cap the frame rate at 120 FPS.

Actual Result:
VSync caps the frame rate at 30 FPS while in-game.

TLDR Edit: Happens when in full screen mode using green button on top left.
