Weird off-hand bug

Actual title: "Dropped items matching the off-hand turn into ghost items upon consumption of the off-handed item"

Steps to reproduce:

  1. Give yourself 128 Dried Kelp (any food item will work, but it will be faster with Dried Kelp in particular), put 64 of it in your off-hand and the other 64 drop on the ground

  2. Fill your inventory in the following manner: your main hand needs to be an item that is not placeable or consumable (such as tools, for instance), the rest of your inventory can be filled with any item, but not the one that is on the ground

  3. Give yourself the hunger effect with the following command: /effect give @s minecraft:hunger infinite 255

  4. Stand on top of the Dried Kelp and start eating the one you are holding in your off-hand


Expected Behaviour:
You'd pick up Dried Kelp off the ground as you eat Dried Kelp in your off-hand
Observed Behaviour:
The stack of Dried Kelp on the ground effectively turns into a ghost item. Upon eating the 64 Dried Kelp in your off-hand, the 64 on the ground will disappear and only reappear if you interact with your off-hand in any way. It cannot be consumed in such a state (although the video does not show that)

How this bug affects the game:
Such behaviour harms certain farms, such as guardian farms. These farms would be able to rely on the constant supply of fish to heal the Player from the damage they take, allowing for long AFK sessions. However, due to this bug, Players must instead rely on Beacons to keep themselves alive during long AFK sessions.
