Short description of the issue: Piglin Brute is spawning on air blocks when designated in data pack spawn pool.

Steps to reproduce the issue: Include Piglin Brute in data pack biome spawners monster pool and have void world with single block spawn area.

Expected result: Piglin Brute only spawns on block.

Actual result: Piglin Brute will pack spawn on nearby air blocks.
