Times Used statistics is inconsistent when it comes to interacting with blocks

Originally, this report was meant to be concerned with Decorated Pots increasing Times Used statistics (MC-298275) since such a mechanic leads to unintentional ways of obtaining custom-made advancements (for example, advancements for having to use X thing Y times could be done without actually consuming anything by placing the X thing in a Decorated Pot Y times).

However, during my research into this bug, the bigger issue at hand seemed to be the large inconsistency of what counts as Times Used when interacting with blocks and what does not. I will not mention interaction with entities and marking this report as a duplicate of such a report is incorrect. Below is a comprehensive, non-exhaustive list I made.

Does not increase:

  • Putting Flowers in a Flower Pot does not increase Times Used statistics of the flower;

  • Putting items in a Shelf does not increase Times Used statistics of the items;

  • Putting Music Discs in a Jukebox does not increase Times Used statistics of the Music Discs;

  • Putting Raw Meats on a Campfire does not increase Times Used statistics of the Raw Meats;

  • Putting Minerals in a Beacon to activate it does not increase Times Used statistics of the Minerals;

  • Putting Glowstone in a Respawn Anchor does not increase Times Used statistics of Glowstone;

  • Putting a Book and Quill in a Lectern does not increase Times Used statistics of Book and Quill;

  • Adding a market to a map does not increase Times Used statistics.

Increases:

  • Putting items in a Decorated Pot increases Times Used statistics of the items;

  • Putting Books/Enchanted Books/Books and Quills/Written Books in Chiselled Bookshelves increases Times Used statistics of the mentioned items;

  • Putting compostable items into a Composter increases Times Used statistics of the compostable items;

  • Putting Honeycombs on Copper Blocks to prevent oxidization increases Times Used statistics of Honeycomb;

  • Using Dye/Honeycomb/Glow Ink Sac on a Sign or a Hanging Sign increases Times Used statistics of the items;

  • Putting liquids into Cauldron increases Times Used statistics of buckets with liquids.

Expected Behaviour:
The interactions described above would have a logical pattern, such as if the item is used and consumed, then it counts towards the statistic.

Observed Behaviour:
The interactions described above do not follow a clear pattern on what counts as Times Used and what does not.
