The bug
The terrain fog at the edge of the player's render distance is always a static Periwinkle Blue (#b7d1fe), which does not match the gradient blue tone of the sky. This is unnoticeable on terrain that is at or below the player's height, but it becomes clearly visible on terrain that is higher than the player.

Steps to reproduce
Use a render distance greater than 10, because at lower render distances the sky's blue gradient fades away. Also, turn off clouds to see the issue clearly.
Find or place blocks high above the player (using an "Amplified" world type makes this easier to find).
Move away from the blocks until they are at the edge of your render distance (a render distance of 16 chunks is recommended).
Look at the blocks at the edge of the render distance (lowering the FOV might help with visibility).
Slowly move back and forth to let the terrain unload and load again.
Observed behavior
The terrain fog will remain a lighter, static periwinkle blue (#b7d1fe) and creates a harsh, visible contrast with the darker sky behind it.
Expected behavior
The terrain fog would blend and match the darker gradient blue color of the sky behind it when looking at blocks higher than the player.
