Whenever I try to update my 1.21.11 world, I get the message:
Failed to upgrade world
This may happen if another program accessed the world during the upgrade.
It may help to restart your computer and try again. If the issue persists, please consider reporting a bug.
I have restarted my pc and there is no other program accessing the world.
This is a 20gb world with mods installed.
I have a smaller creative copy of the world that I am able to update.

However, this issue is Invalid.
Your game is modified. If you can reproduce the issue in a vanilla environment, please create a new ticket.
Any nonstandard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.
A world which had previously been opened with a modified client might be corrupted. Please try reproducing the issue in a newly generated world.
Any plugin issues need to be reported to the creator of the plugin or resource pack.
If you have problems on large servers such as Hypixel, please contact them first as they use modified server software.
