Igniters deplete when used on TNT sulfur cubes while TNT explosions are disabled

The bug

When a player or dispenser attempts to ignite a sulfur cube with TNT inside while the "Allow TNT to be activated and to explode" game rule is disabled, the igniter is depleted.

Steps to reproduce

1. Ensure that the "Allow TNT to be activated and to explode" game rule is disabled.

   gamerule minecraft:tnt_explodes false

2. Summon a sulfur cube and let it absorb a TNT block.

3. Use a fire charge or flint and steel on the sulfur cube.

Observed behavior

The sulfur cube will not be ignited, as expected. However, the fire charge will be used up, or the durability of the flint and steel will be reduced by one, respectively.

Expected behavior

The fire charge would remain in the inventory, and the durability of the flint and steel would be preserved, respectively.
