`TextInputManager` breaks when the Windows option "Use previous version of Microsoft IME" is enabled

While developing a mod utilizing the 26.1 IME patch to improve Korean input, I tracked down a user report stating that the IME does not turn off after closing a text box. I discovered that this bug occurs in vanilla Minecraft and is caused by TextInputManager not working when the "Use previous version of Microsoft IME" option is enabled in Windows. Although this legacy version was replaced in Windows 10 and is not the recommended setting (I do not use it myself), a surprisingly large number of people still use it, so it needs to be resolved.

  1. Turn on the "Use previous version of Microsoft IME" option in Windows.

  2. Launch vanilla Minecraft.

  3. Open a text box in the game (e.g., chat) and set the IME state to ON (Korean input).

  4. Close the text box.

  5. Press keys on the keyboard to use standard key mappings.

Expected result
When the text box is closed, the IME should no longer be in the ON state, and standard key mappings should work normally.

Actual result
TextInputManager does not work, and the IME remains in the ON state even when the text box is not open. This causes the key mappings to not work. (Note: When the "Use previous version of Microsoft IME" option is turned off, everything works normally.)

Environment

windows 10 (20H1) and newer, use previous version of Microsoft IME is enabled
