Pressing the "Friends Screen" key bind while in a world doesn't bring up the friends list

Pressing the Friends List key bind (by default set to O) used to bring up the menu while in-game, however Pre-Release 6 seems to have broken this behavior. Pressing it now only opens the Friends List when in the Title screen or pause menu.

Steps to reproduce:

1. Press the Friends List key bind while in gameplay, i.e. not having any menu opened.

2. Observe whether the Friends List opens or not.

Expected result:
Pressing the key bind while in-game opens the Friends List.

Actual result:
Pressing the key bind while in-game does not open the Friends List.
