Excessive spawning of Zombie Horses

In the Superflat world, Zombie Horses spawn excessively on the "Peaceful" difficulty setting

Steps to reproduce:

• Create a Creative world

• Set the difficulty to "Peaceful" (important - this does not happen on other difficulty levels)

• Set the time to night or place a platform under which mobs can spawn
