Ores don't generate in blobs of andesite, diorite, or granite below Y=0

The fix to deepslate ores generating in sulfur springs appears to have a potentially undesirable side effect: Since the rule for stone-replaceable ores is now limited to Y=0 and above, it no longer applies to potential ore locations below zero that happen to be occupied by blobs of andesite, granite, or diorite. Since neither the stone ore nor the deepslate ore rules apply, no ore blocks generates there at all.

Steps to replicate:

  1. Create a new world and, for convenience, go into spectator mode and give yourself the Nightvision effect.

  2. Go down to around Y=-2 and find a spot where the aforementioned stone variants generate below Y=0.

  3. Run the following command to delete those stone variant blobs around you:
    /fill ~-20 -8 ~-20 ~20 -1 ~20 air replace #minecraft:stone_ore_replaceables

Repeat as necessary and inspect the uncovered areas.

Observed result:

You won’t find any uncovered ores below Y=0 that aren’t at least touching the surrounding deepslate or tuff.

Expected result:

Statistically, there should be at least some ores below Y=0 that are completely embedded in blobs of materials that allow to be replaced by stone ores at Y=0 or above. (Whether those ores should be of the stone or deepslate variety when they are below Y=0 is a matter of definition.)
