The Poplar Sapling can be placed underwater and can grow with Bone Meal

The Issue

Other saplings break when placed underwater, but the Poplar Sapling can be placed underwater and will still grow when given bone meal.

Steps to reproduce the issue

• Place a Poplar Sapling underwater.

• Apply bone meal to the sapling.

• Observe that it grows into a tree.

Expected result

The Poplar Sapling should break when placed underwater, just like other saplings, and should not be able to grow underwater.

Actual result

The Poplar Sapling can be placed underwater and still grows when bone meal is applied.
