Wool stairs and wool slabs do not mine faster when using shears

When breaking Wool Stairs or Wool Slabs using shears, the mining speed is identical to breaking them with an empty hand. They do not mine faster like standard full Wool Blocks do.

  1. Place down a Wool Block, a Wool Stair, and a Wool Slab.

  2. Mine the Wool Block with shears and note the fast break speed.

  3. Mine the Wool Stair with shears and notice it breaks at standard slow hand speed.

  4. Mine the Wool Slab with shears and notice it also breaks at standard slow hand speed.

Expected result:
Wool Stairs and Wool Slabs should be efficiently mineable with shears, matching the mining speed of full Wool Blocks.

Actual result:
Shears have no effect on the mining speed of Wool Stairs and Wool Slabs, treating them like any other block being broken by an empty hand.
