Steps to Reproduce:
Build a 3x3x2-deep water pool with a mud block bank flush against it (mud top level with the water surface).
Place two frogs on the mud so they stand on the mud, adjacent to the water, with no full-height block to walk onto.
Feed both a slimeball to breed them.
Observe the pregnant frog attempt to lay frogspawn.
Observed Results: The frog never lays frogspawn while standing on the mud, even though water is directly adjacent.
Expected Results: The frog lays frogspawn on the adjacent water surface, the same as it does when standing on a full block such as dirt or grass.
Notes / likely cause: TryLaySpawnOnFluidNearLand anchors its water search to frog.blockPosition().below() and scans that block's horizontal neighbours. Mud (and top slabs / snow layers) lower the frog's collision so blockPosition() floors one block down, shifting the whole search a block below the water and missing it. This is thematically unfortunate since mud is a mangrove-swamp / frog block. Reproduced in the source path from 1.21.1 (TryLaySpawnOnWaterNearLand) through 26.1.2 (TryLaySpawnOnFluidNearLand); the logic is unchanged, so it's likely present since 1.19.
